Well first, H5's TTK is way faster than it should be. Pretty similar averages to Destiny. Everthing kills so quick to accommodate the movement gimmicks, which add extreme difficulty to map design. Resulting in the shitty maps we saw in H4 (for sprint), the H5 Beta, and most of Reach. These copied mechanics just make Halo blend in with the crowd, when it should be trying to stand out.
The other things you mentioned were great moves in the right direction, but it all amounts to nothing when they screw the game up in other ways. That's why my standard answer is that H5 is just as bad as H4, but in different ways.

No, vehicles have their place. For mongoose specifically, you are very exposed and trade the ability to shoot for that speed. So it didn't change the game, Halo was still slow.
And that's exactly what Halo is supposed to be. Slow. A thinking man's game. Halo was to chess as CoD was to Hungry Hungry Hippos. That's no longer the case.
