Originally I was meaning that all the advantages that the Spartans have would see wider circulation to other branches of the military. Piecemeal would be a good starting point for the UNSC just now though with limited funding and whatnot. As time goes on however then it would be beneficial to widen the scope of benefits being circulated. There are a lot less humans around after the war, and I can't imagine that morale is all that high. These aren't the best sounding conditions for getting people to conscript. Drowning the enemies of mankind in bodies is not sustainable for the UNSC.
I think there's also consideration to be given to widening some of these technologies outwith the military, which is why I think the term Spartan and transhumanity should be divorced from each other. All of humanity isn't going to become "Spartans", but similar developments can take place. I for one don't believe that the UNSC has a choice in this matter; prohibition of certain technologies just won't be possible. However the UNSC should actively encourage it given the vast physiological and mental differences between it and some Covenant species. Frankly, in my view, humans have a very poor competitive edge in the galaxy in the long run if it remains the same.
