This is part of why I'm not a fan of the Spartan-IV concept as it is presented. The UNSC should've started introducing those technologies to the existing special forces instead of creating an isolated cult-like club of supermen whose independence is a needless addition to the UNSC's already rampant bureaucracy.
New Blood helped the IVs' case somewhat by making it clear that they aren't meant to be seen as superior to the IIs or IIIs, but the fundamental problems spawned by 343i's writing are still there.

Realistically? Yes. Given 343i's writing trends? Let's just say that the UNSC could stagnate forever and still be portrayed as the setting's "giants".
