Some people have a different definition, some of them even have a much less savory one that puts it almost level with lying to protect people's feelings. It seems like most people consider it separate from basic courtesy, whether they think it should be or not.

I'm not following. I don't know who's old enough to read the book or play ODST that wouldn't have understood it after thinking for a minute, unless they weren't familiar with English idioms, but he said something that would make most people do a double take or go "wait, what?", and he didn't mean literally what he said which slows things down slightly, and then he tried to clarify, except he forgot to actually clarify, which I think actually fits with his character. What made you uncomfortable about it?
