Not really.

The Spartan II is a good start, don't get me wrong, but they're still pretty limited. When one can seamlessly direct several hundred combat drones in a firefight, then I might call them the ultimate asset.

Because the last time I checked, the UNSC existed in a universe where scarcity is a thing.

No I... Yes, I do see regular soldiers benefiting from being upgraded into full Spartans. I'm just having a hard time imagining the UNSC we saw all but defeated in Halo 3 doing that anytime soon.
