Thankfully, no. Jun says that they pick only the best to become Spartans and you can still turn down the offer (which Buck does at first). Plus they can't turn everyone into Spartans because of budget limitations. Buck's training class had about 20 members IIRC and I think there was about a year-long gap between the first and second classes.
