I don't doubt for a second that there's a reason behind her appearance. One can sadly imagine what such a reason might be, and with that in mind, I wonder why she isn't marketed today with more conservative attire. The Beauty and the Beast Unit from MGS4 were advertised with their eccentric heavy armor fighting Old Snake, with their horrific stories latertold in-game, and only then were their gorgeous physiques revealed to the player.
