I had the same impression. To be honest, I showed it to Emma and she thought it was Fable IV until the Forerunner thing popped up. Neither of us could get why the Chief would need clothe to cover his super expensive military armor and wear a hood(wouldn't that limit his visual range in a combat scenario?)
The whole thing seemed like 343i trying to look cool and while I've seen some interesting theories on here about it, I am fairly certain that none of them were correct and 343i was literally just doing it for the "cool" factor...
They've done it before and they're doing it again. They just don't have the depth or planning that Bungie did with their trailers and universe in general. That's the problem with most of their content: It tries to look cool when it's really flat and bland.
