What's that? Time between two light particles in the visible spectrum?
It's a bit of an irrelevant number though: they've done tests and at about 72 frames per second, emotional response in humans maxes out.
Why do people like playing games at refresh rates above that? Well two reasons: so that their minimum never goes below that magic number, and so that the game engine updates more quickly for faster responses (which is usually in lockstep with the framerate)
