Then if you killed it, you'd award the enemy team with tons of points. The minute they do over 50% of damage, you are hurting your team by killing the boss; every bullet you put into it puts the enemy team closer to getting a bunch of points.
The way it is now is perfect. Don't want to lose the kill to a stray bullet? Do a better job of defending the area from snipers and heavies.
