I think it's a solid idea to make the two identical in gameplay. Halo 5 tweaks the formula a bit with REQs and legendary weapons which I think are a solid way of enabling the sorts of differences people want. If you want a big overpowered weapon, you can have it as a high REQ and scatter it through campaign, that way you're still maximizing the utility of what you're working on as a campaign and multiplayer item.
Really the only complaint I've had with the synergy is that making the Needler a viable weapon in multiplayer made the Jackals and Grunts who wield them far deadlier, and it's hard to get used to that :)
With Reach and the absence of Elites from normal PvP gameplay in subsequent games I'd love it if they were straightened back out a bit, since obviously it's not important that they hew closer to Spartans.
