Vehicles in general became a larger force in both campaign and multiplayer. I don't think the PP EMP or power-drain/trip-mine game of chicken were ultimately enough to tilt the balance. Reach, of course, went the opposite direction. Halo 4 and 5 are really a middle ground, with 4 closer to Reach and 5 closer to 3, but still especially with the higher player counts in Warzone you need the up-armored variants of a vehicle to absorb small-fire punishment effectively.
Partially because you don't get that many vehicle sandbox environments in 5 (really the only thing it's missing campaign-wise in terms of encounters) I don't think their strength or weakness was even an issue.
