Pretty much. It's been obvious to me that 343i's art dept. has sought to purge all remaining Bungie-era art assets from their own original games. Halo 4 did retain all the Covenant weapon and vehicle designs from Reach (though the beam rifle and carbine, which weren't in Reach, got new designs), as well as a handful of UNSC assets (the Scorpion and Mongoose were left unchanged), Halo 5 almost no trace of anything coming directly from a Bungie Halo game. Almost nothing was left untouched.

While some original 343i designs still hew very closely to Bungie's designs (the AR, the SPNKr, the Halo 5 needler), many of them are radical changes, with many designs bearing little if any resemblance to older designs. The Jackals (their heads, at least), the new Covie ships in Halo 5, the new Scorpion, the plasma rifle (excuse me, "Storm rifle"), the Arbiter's new armor, the remains of the Forward Unto Dawn, and the new rocket launcher are among the most notable examples. But overall, 343i-era Halo looks almost like an alternate universe. Sure, Bungie themselves could be bad on occasion with redesigns (the Brutes in particular had some major overhauls), but never anything to this degree.

They may have lore-related excuses for most of them ("it's a new model weapon/vehicle" or "it's a subspecies"), though not all of them (the Chief's armor and the remains of the Dawn changing for no explicable reason), but even then some of those excuses strain credulity. At the end of the day it's obvious that they simply want to remold the series from top to bottom into their own image, continuity be damned. You really don't see this with other sci-fi franchises, at least not to this degree. Star Wars and Star Trek manage a far better degree of artistic consistency than Halo ever has.
