It's not out of the question that the Forerunners transplanted organisms from Earth to other planets at various points in time. That would explain a lot, actually, like the Brutes being described as mammals in the Halo 3 bestiary. Or the Moas and other birds on Reach. Or the repeated references to the Lifeworkers taking DNA samples from across the galaxy.
Timing would be an issue though...has there ever been a definitive date for the start of the Forerunner civilization? Is it reasonable that they were around 300+ million years ago, when basal sauropsids were on Earth?
