That's what I thought. But the Halo 2 special edition manual explicitly states that the Covenant don't know how to recharge them, and soldiers are instructed to throw the spent weapons away.

Um, I thought that thing was a sort of periscope, not a hardline to equipment. Though I guess that such a hardline might be required in adverse conditions.
