Scott was the executive producer. It's very possible he did little creatively on the project. It was directed and produced by other people.

Also IMDB says that the budget was 70 million, which cannot be right. Elysium was made for 70 million, and had much better production values and effects. If that's the real budget, none of that money made it to screen.
