As I understand it, if you booted up the game on your XB1 while logged in to XBL, you get the freebies.

If you didn't, you don't. It's meant as compensation for people who played the game (or attempted to) and experienced the frustration of it being broken.

I'm fairly sure that ODST will be released as paid DLC for everyone else sometime next year.
