It makes sense if we talk about the campaign missions...
60 FPS? Check.
Re-Mastered Halo 2 Content? Check.
Halo CEA, 3, 4 upscaled and 60 FPS? Check.
But if we touch multiplayer, holy crap...
A Halo 2 MP experience "...just as you remember it 10 years ago"? Nope.
Expected party functionality? Nope.
Expected matchmaking experience on par with at least Halo 4? Nope.
Dedicated servers? Very few and far between.
Forge capabilities as seen in their old counterparts? Nope.
The list can go on and on... But the point is, without those working parts, multiplayer was and still is considered "Dead-on-arrivial".
You have to recognize the fact that a good part of the userbase bought the game solely for multiplayer, which inconvenienced people like me, and as a result, frustrated wanted to return their game, discredit 343i for their launch, and vowed never to buy any of 343i products again.
At this point, I see no other option to give compensation for what some people considered a "useless" product. I firmly believe that 343i has lost of good faith from the public and they need to fight to get that faith back. This was a showing of good will from the company, and I absolutely respect that.
