So if you believe GURPS--I imagine the former quote was written by McLees, though the latter was doubtless Seabolt's--Si'anwon was sunk before the Age of Man.

And if you don't believe GURPS, and think that Si'anwon was sunk by Connacht, then The Watcher must have gone there very recently indeed--in fact he must have done so after Balor freed and recruited him. In which case the Dream of Unlife can't have had anything to do with making Thrall or other ordinary undead, since The Watcher and Shiver were doing fine in that area much earlier.

However, in that case it would be very plausible that, as I suggested, the Dream was used specifically to create Unliving beings like Myrmidons. Before Connacht, the Dream's available in the still-standing city of Si'anwon, so Moagim Reborn could go and learn it and thereby create Forsaken. After Connacht, the Dream's generally unavailable until Balor sends The Watcher to go retrieve it from the sunken city--hence the only unliving beings to be around during TFL are those whom Balor or The Watcher created personally, namely Myrmidons and perhaps Shades.
