If she was human, in this case, I might agree. GoT is a flurry of primary characters, no real single hero or duo who rises above all other characters. It's also based on a series of novels.
Halo is its own thing, each narrative production pretty much carrying its own weight in the grander narrative. Chief & Cortana and their relationship really is the core of the Halo universe, and the plot to date feels to be leaning heavily towards ways that she will not or cannot 'die'.

That said, it would be more like Executive Decision.......
