Heh - as a matter of fact, yes - if you're using the Ammo upgrade, your Beam Rifle will have 150% charge. And any ordnance-dropped human snipers will have 12 shots, not 8. (To be fair, though, if you're using that upgrade, the ones that spawn on the map act exactly the same way - which is why it pisses me off when someone runs for the Rockets ahead of me, even when I tell them I'll give it back immediately; they can have two free rockets if *I* pick it up off the spawnpoint, rather than them. Usually, that sprinting dude gets himself killed instantly - and then I get his rocket launcher, with 4 shots in it instead of 6.)

I still don't agree that that's 'seemingly unlimited' - it's just an extra 50%, and it comes at the cost of all the other upgrades you AREN'T picking. I was just answering your first rhetorical question. :)
