Accepted expectations for a restaurant, sure. But you're only entitled to what the restaurant offers for the price you pay. There may be a grey area when it comes to etiquette (thus the tip), but otherwise you pay, and you get what you pay for.
Here, the restaurant decided to serve peas instead of broccoli in a dish only listed as 'vegetable' (not a great example, but you'll get what I mean). Customer isn't "entitled" to broccoli, but they were under the impression they'd get broccoli because last time they came the vegetable they got was broccoli.

Customer complains vehemently about the peas, provides reasoning as to why, and asks for broccoli (note the restaurant has zero obligation to provide it). The server takes humbly peas away and returns with broccoli - because hey, it's good to have a happy customer.

Customer proceeds to give the server the finger and enjoys the broccoli anyway.
