I'm not sure how that was misleading

No one actually confirmed that it was happening, it was only "possible" through TUs.

This is the same case with Halo 2/3 PC.

Microsoft: "We currently do not have plans to release any Halo titles on Steam, nor do we currently have plans to release a PC version of Halo 3." (http://www.eurogamer.net/articles/2013-03-18-microsoft-no-plans-for-any-halo-game-on-steam-or-a-pc-version-of-halo-3)
Frankie: "No. There are no plans to do either at this time." (NeoGAF)

On the surface, it looks they are denying everything and shut it down. But if you look at "...do not have any plans...", they're saying it's possible that it may be happening in the future.
