No, but there's being challenged and there's having your butt handed to you, and what about the flip side, playing someone who's (ahem) no match for you, who you can beat without any real effort or thought?

I'm almost certain that's what it does now. How well it works is arguable, but I'm pretty sure it tries.

What are you talking about? It's to try to make sure games are fair. Again, how well it works is arguable, and I guess whether a fair fight is more fun is arguable too, but that's what it's there for.
