Avateur was booted for a betrayal in a Halo 4 game and was able to rejoin it--although in his case, I believe he looked up the booter in recent players and selected specifically to rejoin that particular game via 'join party'.
As for me, I have never benefitted from JIP. Like has already been mentioned, people tend to quit from the losing team, meaning being placed in a game in progress is most likely going to mean you're joining the losing team. That is not fun. Personally I think JIP is generally a bad idea and that it would be better to simply end a game where 50% of a team is missing. Count it as a win for the full team, don't count it at all for the half team. JIP in FFA is even more confusing--why? Just, why?
