Hit-scan or not doesn't make a difference to what I said, I'm afraid. Not in Halo. This isn't real life.
The Sniper always fires dead centre, but weapons like the BR or DMR have random error (within a range) for each bullet. If you're outside of red-reticle range this WILL make a difference, and will make you miss, no matter how accurate you are. Red reticle range is always longer, and the margins of random error are always smaller, when zoomed.
I'm not going to argue with you about this. You're 100% completely wrong. You have forgotten what Halo is like.
Go get out your copy of Reach and test it yourself - it's super obvious in that game due to the RoF-affects-Accuracy thing.
