They can either take a risk by adding in new skulls and changing up SLASO forever or they can use the same skull set that's been used for 4-5 Halo games and preserve SLASO while negating replay value.
Honestly, it's getting stale. Enemies recklessly spamming grenades (unlike in Halo 2, where they will not throw them if they are close), that's not a proper challenge anymore.
