Which actually has the word 'rumoured' on it.

A little more digging around reveals that what has actually happened was that MS' Marc Whitten was directly asked if 3GB will be reserved for the OS and he wouldn't answer, allegedly skirting around the issue.
That does not make for solid information though.

So hands up at this point, unconfirmed.
