That's weird. The Artist's Terms and Agreement says all artists receive 20% royalties of what the customer pays. 20% of 55 is $11, $38.50 (this discounted promotion rate) is $7.70. Is this $1.50 some magic rate (~2.7%) they said they can change at any time with a 30-days notice?

I won't deny the irony in you telling me to comprehend something, but you're right, I misread. If you read any of the other comments on pricing, you'd see that $38.50 is still not considered 'affordable' as far as a shirt to be considered for purchase goes (outside of a concert).
