I don't think that they can be fixed: robots are boring, end of.

And robots that are supposed to be composed humans in doggy bodies are even more doomed.

We can't relate to their situation, we could feel sorry for them but what is it about them that makes fighting them feel like it might be fun?

Having said that: maybe Forerunner weapons recharge when within about 20m of a Promethean. That would encourage getting close and avoid the need to hunt for crates.

But I still think that Prometheans as robots is a doomed premise for an enemy class that is supposed to be interesting.
