Postmortem, I hate to break this to you, but you just killed my remaining interest in the Forerunner and the Precursors. Put the way you described it, it sounds like Halo 'got religion', as the humans say.

Read that as:
-The Precursors are vengeful, jealous gods who are coming soon to judge every last human, and weigh his sin-laden heart against a feather inscribed with the Holy Mantle.
-The Librarian is their all-seeing prophetess, an oracle who has laid plans which lasted hundreds of thousands of years.

Hell, I could totally see that popping up as a 'True Covenant' which encompasses humans, Elites, Jackals, Grunts, Brutes... anybody who will lend a hand to further the Prophetess's Designs. The Halo array must be seized, not as the holy gates to a Great Journey, but as the ultimate evangelical tool. You will follow the dictates of the Mantle, or we will tac-pulse your system.
Extreme means, brother, but necessary. There can be no dissent nor deviation from the Mantle, lest the Precursors deem us unworthy and consume us as they nearly did the the Forerunner.
