He says at once point in the game that he's glad he didn't have to carry the Watcher's damned arm. At a later point, when describing the Watcher's death, he says "*I* sure wouldn't have wanted to get stuck with one, but apparently they turned the Watcher to stone..." (or something very like that).

I think he's a low-level Human commanding officer who we never see on the battlefield. That would explain why he has a commander of his own, as in Crow's Bridge, but why he could be carrying such things as the Total Codex or the Watcher's arm. I had a whole bunch of things that this helped explain, but I can't remember them now.
