Could be a game option. Let the players decide.

It sounds like a multiplayer thing because even though I included shotgun for completeness I don't believe that I have ever let the AI drive and man the gun. Oh, I think I did it once for a laugh in SpOps and it was funny but it's not something that I'd do when I'm being serious.
