Glad you linked to that thread, I was about to look for it.
I discuss in my posts defending why I believe she was never completely naked. Mainly, no lady bits. At most, skin tight body suit, when the game models could show that geometry detail, and by textures before then.

When it came to her depiction in Halo 4, there was definitely a move towards much more pronounced lady parts, but still no bits :P I still favour the in-universe idea that she's working through her desires to be/appear more human, likely in connection with her personal relationship with John, and also that her appearance is more like a shock-value, demanding attention (as Frankie describes).

"She's not really nude … but that's what it makes you think of," O'Connor explained. "So one of the reasons she [chooses to appear without clothes]* is to attract and demand attention. And she does it to put people off so that they're on their guard when talking to her and she has the upper hand in those conversations."

Whether her appearance would have been more raw and bare if the reservedness is really due to censoring, I suppose we'll never know unless somsone explicitly states that she would have nipples and such if the artists were allowed to depict them in the video game.

But I still don't buy "Cortana is naked", especially in Halo 5, again with the collar and skin tight bodysuit. "Impression of nudity" perhaps, but the character isn't naked. The linked article title is leading. "Why is Cortana naked?" - she's not, and Frankie said it.

So there really are two things, based on what we've seen and are told:
* The model isn't truly naked
* Frankie says "She's not really nude"
So is the latter just a clarification about the game model, because censoring, or is that the in-universe truth of her character's choices?
Is Cortana, in her mind, trying to appear/present herself without clothing (not near-nude, but actually nude)? Are the artists being restricted by what they are allowed to show or not? Or is that a non-issue because the character doesn't actually think she is herself completely naked?

Cortana can form holographic hair. She could certainly form the details for typically censored lady bits. She's not naked. Until those make an appearance, I'll never be able to agree that Cortana is naked. :)
