Yup. Cortana chose to be projected as a nude female. Why? Because the AI liked that form and that's that. I doubt the reasoning would be "I choose to be a naked female, but not really naked enough to upset folks, so I'll leave the lady bits out, just enough to make folks uncomfortable, because as an AI, that's a concept that's real to me in a day and age where groups of people go into Cryo nude."

In Halo 2, the code running down her body resembled clothes in certain parts, but even then she was nude. If that makes Frankie uncomfortable, and he wants to retcon everything about her, that's his deal, really. But the fact that they give her pronounced clothing in Halo 5 kind of contradicts that...
