If you ask me, Cortana is meant to be nude. Or at least appear to be nude. I also think (but don't know) that her appearance is one of the driven forces to the game always getting a Mature rating. Especially with Halo 4.

This may sound weird, but to me Cortana is nude, but I don't see her as being nude. I mostly see her as a Country Gal in the City. Meaning she likes tight clothing but prefers to feel the earth between her toes. That or someone really into yoga. lol

To my knowledge, there has never been a character with Cortana's appearance. Even in the Halo Lore, Cortana is the only one known to appear like this. She's also the only one to create her own avatar instead of borrowing from history.
