I don't know if it would be an issue of care or an issue of time and resources. If you were a splinter group with limited time and resources, you may not get the luxury of buffing the Wraiths. I totally understand the look, it fits with the ornate covenant vibe, but I think you could get away with artistic license there to differentiate them from the previous covenant.
