I think it was a step back too. However, I think the issue with them speaking the native tongue of the player is localization. Having to record that same dialogue for almost 11 (Reach) or 17 (H4) languages would have to cost more money and time.
Another budget concern would be *storing* that localized dialogue. You can only fit so much data on a dual-layer DVD.
With these damn blu-ray discs, this is hopefully no longer an excuse for them to use on having Grunts (at the very least) speak some fake alien language.
