To me, it seems like they wanted to make a Spartan character who would be on level with Master Chief for players to enjoy. And they didn't want to use one of the existing Spartan-IIs or IIIs, because they could do whatever they want to with a new character. Maybe they felt like there were already too many males in the Halo 4 storyline, so they decided to make the character a she. But maybe the mostly male audience wouldn't connect with her, so they decided to make her gung-ho and wreckless.
She definitely seems like a thought-out character, that's for sure. And I really do see how she represents the new, rather than the old. If the visual and story changes between Bungie-era and 343-era weren't as drastic, I don't think as many people who necessarily have a problem with her.
Then again, Miranda was never really given a warm welcome either :\
