They actually DEFINE WHAT THEY MEAN WHEN THEY SAY 'red reticle range' in the bulletin... and your immediate conclusion is that they're lying, and not applying that definition evenly.

Yeah, it was dumb of me to even ask. I thought I might get a reasonable answer (even something like "I didn't read the whole bulletin, I missed that line, I didn't realize that's what the red reticle was for")... but not this.
