Say... what, now?
There were certainly parts of Halo 4 that were developed by outside studios - Certain Affinity played a huge role on the multiplayer side, for example, and lots of contract workers were involved in many aspects - but overseas? Aside from the music production, I can't think of ANY parts of Halo 4 that were developed overseas.
