I noticed another detail that kinda falls in line with your thought of it.
When Chief repeats himself with "Was it?", he looks up at the statue and says it again. This is the point in which we see it's now broken. I embedded the video below. The section starts at the 0:22 mark.

OR...this could be the Flash Clone of Chief. It's really difficult to know at this point.
