: 12/13, come from? Who was he?

I'm thinking that this tween John is a cover up. Take into consideration that these interviewees are all people that the Office of Naval Intelligence hand-picked for Giraud's piece. Your "third clone" could likely just be what Sully wants Ben to pick up on. That's why they made such a big deal out of those old Elysium records he found on the black market.
