Probably is. Xbox One installed base isn't huge - how many really re-bought games they already own for the new system? If you want Halo 3 or Halo 4 Multiplayer, there are still working experiences on the Xbox 360.

Why waste your time with something that is broken when there Titanfall, Destiny, CoD:AW, Battlefield 4 et al to get your MP shooter fix and plenty of others to occupy your time with NEW experiences in the PvE world?
