No personal consensus since the friends I've spoken to who have tried out the new patch say that little to nothing has changed at this point. The one thing I haven't been able to confirm is if you go into matchmaking with a party, if the party leader hits B, will it still split all of you back out to your own lobbies (and then proceed to make it impossible to rejoin without restarting the game).

The whole "let's go the Halo 2 route to re-searching for games" could become insanely stupid if they haven't fixed the party split/join issues yet.
