Yes.
There's still quality games being made, they're just not being made by big publishers and AAA studios. Smaller studios and Indie developers have more freedom to innovate because they aren't trying to reach returns on massive investments. They also have less deadline pressure.

Want to make a change in the game industry? Quit buying AAA games at launch, start waiting until they are bug-free, and play some FTL: Faster Than Light in the meantime.
