I personally can't say anything on Gally, but see here: http://carnage.bungie.org/oniforum/oni.forum.pl?read=6285 . Read what Jesse says about the reason for Gally being a little girl when she first starts out existence. Perhaps that could be applied to Shinatama?
Somehow Shinatama seems very well characterized. I can't quite put my finger on it, but it seems to me that her character is going to be used later on for the story's advantage. Somehow.
At any rate, I'm not complaining about her.
