Shinatama is the "human" (we don't quite know that she is human) interface for Damocles, the TCTF supercomputer. I doubt she was designed with comedy relief in mind.

I actually liked her voice, but maybe I've just been watching too much Card Captor Sakura, Kodomo no Omocha, and DiGi Charat.
