Because for the millionth time, "Storm"/"Storm Covenant" is not a thing. It's never been a thing. It's not a faction. It's more easily viewed as a class within the Covenant, often identified by their armor/equipment/role (think more like "stormtrooper"). Therefore plenty of "Storm-class" Elites would have joined the Arbiter's forces just as easily as they might have realigned with the Covenant, now headed by 'Mdama.
Obviously, there are also practical factors to what assets are used etc, but for those who enjoy the fictional justifications, there are several that aren't near as difficult as folks would love to make them out to be.
But yeah, "Storm" as a faction is not a thing, and unfortunately continues to be used ignorantly/incorrectly lol.
