Every demonstration we've seen has shown them to be inferior to the old marks. That was part of my point. 343i has five hundred Spartans running around in MJOLNIR, but they aren't doing anything that justifies having that many around. They're certainly not writing the Spartan IVs as if they're encased in bulletproof strength-multiplying armor. The only technological advantage Gen II is shown to have over ODST armor is shields, and even that's not shown consistently.

The other part of my complaint is that the base MJOLNIR ought to be more than capable of what these variant suits are made for. Track someone across a planet? Sure, the Mark V has an app for that.
